Dokumenter merupakan induk dari sinema. Dokumenter telah berkembang begitu jauh dari sekedar rekaman murni (sinema murni) à la lumière atau filem berita seperti Kino-Pravda, hingga karya-karya dokumenter hybrid yang beririsan baik dari proses, bentuk, hingga medium. Dokumenter layaknya fiksi, juga memiliki peluang untuk melakukan eksperimentasi berbagai macam hal dalam kajian sinema, seni rupa, seni media, dan seni-seni media berbasis-teknologi lainnya.Pada permulaan abad 21, kita bersama telah menyaksikan dan menjadi saksi mata akan adanya perubahan signifikan yang terjadi baik dalam bidang teknologi, komersial, estetika, politik, dan dimensi sosial lainnya pada filem dokumenter yang diproduksi. Keragaman tema dan/atau objek begitu luas tidak hanya untuk merekam peristiwa tetapi juga pelaku peristiwa tersebut. Kemajuan dan penyebarluasan alat produksi filem dokumenter—tidak lagi dibatasi oleh medium seluloid saja. Hadirnya teknologi digital berupa alat rekam, editing, maupun media distribusi online seperti YouTube dan Vimeo hadir dengan intim dalam jangkauan-jari.
Pada perhelatan pertama ini, festival filem ARKIPEL akan menghadirkan filem-filem eksperimental dan dokumenter dari seluruh dunia dengan berbagai macam pendekatan estetika bahasa sinema, proses pembuatan, ataupun isu-isu sosial yang diangkatnya. Selain filem-filem dari kompetisi utama melalui aplikasi terbuka, festival ini juga akan menghadirkan filem-filem yang akan dipilih oleh beberapa kurator filem dengan tema dan isu spesifik. Festival ini juga akan menghadirkan sesi retrospeksi tokoh atau kelompok sinema yang memiliki dan memberikan pengaruh bagi perkembangan filem dokumenter dan eksperimental dunia. Juga sebuah simposium yang akan membahas sejarah dan estetika filem.
ARKIPEL – Festival Filem Dokumenter dan Eksperimental Internasional 2013 menerima filem-filem dokumenter dan eksperimental dari seluruh dunia. Tenggat waktu pendaftaran 20 Juni 2013. Pendaftaran filem gratis! Filem terbaik akan mendapatkan penghargaan dan diumumkan pada malam terakhir festival.

Documentary is the parent of cinema. Documentary has developed further than simply to record real situation (pure cinema) à la lumière or newsreel films such as the Kino-Pravda series. Nowadays, documentary has been some kind of crosswork or hybrid, intersecting since the making process, form, and medium. Documentary is like fiction, it also has an opportunity to undertake a variety of experimentation in terms of cinema studies, fine arts, media arts, and technology-based medium of art.At the beginning of the 21st century, we have witnessed together that there is a significant change either in the field of technological, commercial, aesthetic, political, or other social dimensions of the documentary film produced. The diversity of themes and/or objects so vast not only to record events but also as the executant of the incident. Advancement and dissemination of equipment to produce documentary film—is no longer limited by the medium of celluloid only. The presence of digital technology in the form of recording equipment, editing, and online media distribution range such as YouTube and Vimeo intimately present within finger-reach.
On this first occasion, ARKIPEL film festival will be presenting documentary and experimental films from all over ther world. These films are using various approaches on speaking their visual/cinematic languages, filmmaking process, or raising up social issues. The films screened are coming from the main competition where everyone could submit through open submission, also films curated based on specific theme/issue by the film curators. The festival will also present retrospective session for a figure or cinema group that gave influence for documentary and experimental films worldwide. Also a symposium that will discuss the film history and aesthetics.
ARKIPEL – International Documentary and Experimental Film Festival 2013 accept documentaries and experimental films all around the world. Submission deadline: June 20, 2013 and free of admission fee! The best film(s) selected will be awarded and announced at the last day of Festival.
