Pada tahun kedua ini, ARKIPEL International Documentary & Experimental Film Festival akan mengangkat tema Electoral Risk, yang mencoba melihat bagaimana sinema membaca demokrasi, aktivisme, politik, dan kekuatan sipil dewasa ini, baik di Indonesia, Asia, dan masyarakat global. Perubahan geo-ekonomi dan geo-politik global telah merubah begitu banyak sudut pandang kita terhadap kenyataan sehari-hari, yang juga telah menggeser tatanan kehidupan bermasyarakat.
Berbagai peristiwa sosial-politik yang memperlihatkan kecenderungan ‘kekuatan sipil’ yang terjadi akhir-akhir ini di negara-negara Timur Tengah, Asia, Eropa, dan Amerika Latin, telah mempertanyakan kembali makna dari demokrasi. Konsep negara demokrasi yang diadopsi dari ‘Barat’, yang berarti, kekuasaan berada di tangan rakyat dalam menentukan segala hal yang berhubungan dengan arah hidup mereka, dalam prakteknya tidaklah berjalan dengan baik. Di sisi lain, perkembangan teknologi, terutama teknologi media informasi—sinema sebagai salah satu bagiannya, telah memperlihatkan bagaimana kekuatan sipil ‘mengkritisi’ kebijakan-kebijakan negara.
Tema Electoral Risk dipandang sangat penting untuk merespon situasi global saat ini. Tema ini mencoba membaca bagaimana sinema menerjemahkan, memetakan, memaknai dan membaca ulang demokrasi melalui kemungkinan-kemungkinan eksperimentasi visualnya yang sangat terbuka lebar untuk dieksplorasi, baik bentuk (esterika, form), moda produksi, distribusi, atau bahkan perannya dalam menangkap ‘yang nyata’, membeberkan persoalan, mendekatkan ‘yang tak terlihat’ menjadi ‘terlihat’.
Perhelatan festival filem ARKIPEL kali kedua ini sebagai wadah pembuat filem untuk menuangkan pemikiran tema Electoral Risk. Pendaftaran karya filem akan dibuka selama tiga bulan untuk membuka peluang interpretasi terhadap tema yang terbuka luas, dari yang lingkupnya domestik sampai yang publik, karena eksperimentasi terhadap konten dan estetika adalah pilihan yang politis. Tema Electoral Risk akan diangkat dalam kurasi filem yang akan diputar dalam ARKIPEL, baik itu dalam program Retrospeksi, Presentasi Khusus, Kuratorial Tamu, dan Pameran. Dalam program kompetisi filem, kami menerima pendaftaran melalui formulir online di situs ARKIPEL dimana tema dibebaskan tanpa mengikat dengan tema ARKIPEL tahun ini.
This second year of ARKIPEL International Documentary & Experimental Film Festival will have a special theme, Electoral Risk, which is trying to see how cinematic reading of democracy, activism, politics, and civil power today. Changes in geo-economic and global geo-political issue have changed so much our view of everyday reality, which also have shifted the order of social life.
Various socio-political events that show tendency of ‘civilian power’ occurred lately in the Middle Eastern countries, Asia, Europe, and Latin America, have questioned the meaning of democracy. The concept of democracy is adopted from the ‘West’, which means, the power is in the hands of people to determine all matters relating to the direction of their lives, in practice it is not going well. On the other hand, the development of technology, especially in media and information technology—cinema has become one of its parts, it has shown how the civil power ‘criticize’ state policies.
We consider the theme Electoral Risk very important to respond the current global situation. This theme tries to read how cinema translate, map, interpret and re-read democracy through the possibilities of visual experimentation which is openly wide to be explored, both in its form (aesthetic), modes of production, distribution, or even its role in capturing the ‘reality’ , exposing issues, and bringing the ‘invisible’ to ‘visible’. The 2nd ARKIPEL film festival is the event for filmmakers to pouring thought, idea, and creativity regarding this year’s theme, Electoral Risk. Submission will be opened for three months to provide opportunities of broad interpretation of the film festival theme—the scope ranges from domestic to mass matters, because content and aesthetic experimentation is a political choice. This year’s theme, Electoral Risk, will be infused in our programs such as Retrospective, Special Presentation, Guest Curatorial, and Cinema Exhibition. For the film competition program, we are receiving submission through online application available on ARKIPEL website, whereas you can submit any of your film regardless the theme.
